Summary:The successful AIDS Long-Term Care Access Project (ALCAP) was initiated to meet the demand for access to long-term care for people with HIV in Chicago, IL. Established in 1990, the initiative started with an admirable clinical base of experience in HIV care and connection to a number of community-based organizations. The program employed the eight steps described by Y. Hasenfeld in a program development framework: need assessment, support mobilization, task assignment for a board, mission development, fund raising, feasibility study, program implementation and monitoring and evaluation.
