Summary: | The driving force behind the restructuring of American health care delivery is the perceived inability of employers to continue to bear the escalating costs of health care. With the failure of governmental reform, restructuring has evolved to the free market in the form of managed care, which is exposing the central cost problem—enormous overcapacity of physicians and hospitals. Policies designed to hasten the end of overcapacity are called for in contrast to many being presently pursued, which are likely to prolong it. |
