Summary: | Evaluates the child mental health care situation in post-Soviet Russia & suggests principles to guide its improvement. The leftover Soviet system consists of a network of regional in- & outpatient clinics. Its advantages (eg, free cost to users, prevention of homelessness through active supervision) & disadvantages (eg, separation from the educational & social service systems, rigidity) are weighed. It is argued that current governmental & nongovernmental efforts to revamp the system should take a multidisciplinary approach to prevention & rehabilitation that emphasizes availability, equal access, & flexibility. Steps to increase private contributions & the coordination of volunteer & professional efforts are also advocated. 7 References. E. Blackwell |
