Summary:Client and aggregate level analyses were used to evaluate the program which was targeted only to elderly persons hospitalized and applying for nursing home admission. Client data suggested that waiver clients were at risk of institutionalization whereas aggregate data suggested but did not reveal whether the program was cost effective. Recommended is a rigorous pre-admission screening of nursing home applicants to increase the likelihood of serving only those who would enter nursing homes unless community care is provided.
