Summary:The work of the Employment Medical Advisory Service (EMAS), which historically derives from H.M. Factory Inspectorate, the Department of Employment's training centres and industrial rehabilitation units, and the assessment of disabled young persons, must in future be considered not only in relation to its work on behalf of the Health and Safety Commission and the Manpower Services Commission but also in relation to the National Health Service, which was reorganized on 1 April, 1974 under the Secretary of State and the Department of Health and Social Security into a three-tiered structure of regional and area health authorities and district management teams.
