Political and economic liberalization in Africa: a critical review of trends and a capacity-building proposal

Argues that most political liberalization and democratization policies in Africa have failed; provides an analysis of their failure and suggests that capacity-building for liberalization needs to be given more emphasis in future reform efforts.
