Summary:An analytical model is established to guide the development of policies & programs re the relations among numbers of academic degrees rewarded & numbers of persons engaged in educating & training degree recipients. Results are graphed to depict alternative policies as paths drawn from a point, which represents an existing condition, to a curve, which represents a set of future possible conditions. The analytical method developed is applicable to the production of degrees at any academic level, but is applied here only to degrees at the doctoral level in sci & engineering. The model illuminates certain gaps in the available data. Deficiencies in getting measured values of the variables are pointed out. It is stated that this & similar models can serve not only as an aid in the development of policy but also to guide the collection of statistical information necessary to undergird policy with a solid factual base.
