Summary: | The social policy of attention to the dependency has been turning into a priority during the eighties in the northern countries, in the middle of the nineties in some central European countries and also in Spanish social policy in the 21st century. Concerning this point, in this text we try to answer to the following questions: why is necessary a more integral policy of attention to the dependence in Spain? Which have been the main social and institutional factors of change that have accelerated the reform?, how has this reform been taken place? And above all, who took part in the same one and what advocacy coalitions have been taken place between the different social and institutional implied actors? To answer the last question we have done 17 in depth interviews to the social actors implied (unions, employers, social action non profit organizations, political parties, regions and experts) between October (2007) and July (2008).
