Summary: | President Obama's 2013 budget requests for the National Nuclear Security Administration (NNSA) reveal his nuclear weapons policy priorities. The NNSA budget includes funding in its Nuclear Activities accounts that does not advance U.S. nuclear weapons modernization. Some of these activities even fund U.S. nuclear disarmament. It is essential that Congress distinguish between the two activities and force the U.S. Department of Energy to provide an honest account of costs of nuclear weapons modernization. U.S. nuclear weapons modernization constitutes an essential element of deterring adversaries and assuring allies. |
