Summary:Summer youth employment programs are one way to expand opportunity for young people who may otherwise struggle in the labor market, particularly low-income, black, and Latino youth. Cities face operational and budgetary constraints in developing and expanding quality summer youth employment programs. A five-year $1.5 billion federally-funded competitive grant program could fill this gap, supporting cities in identifying, adapting, and scaling effective practices.
