Summary:Canadian cities have experienced a number of major changes over the past two decades. One of the transformations observed has been an accentuation of the political role played by municipalities, as reflected in the merger processes that have led to the territorial restructuring of local governance in several cities. At the same time, local government has become an interlocutor of choice of citizens, giving them a political voice and encouraging collective debate. This article examines the dynamic existing between these two phenomena in the context of the City of Ottawa. The first phenomenon entails the acquisition of sophisticated planning, decision-making and management tools that allow the municipal council and standing committees to play a greater role. The second phenomenon is based on a logic of direct participation that invites citizens to express their opinion on the strategic plans proposed. Finding themselves at the centre of a local political system, elected officials, experts and citizens are called upon to interact with each other. This article examines these interactions from the perspective of procedures and overall functioning as well as from the perspective of the management of ethnic diversity.
