Summary:Several areas under negotiation in the Uruguay Round are aimed at improving and strengthening General Agreement on Tariffs and Trade (GATT) rules and institutions. The areas include: 1. subsidies, 2. dispute settlement, 3. safeguards, 4. GATT articles, 5. Multilateral Trade Negotiations (MTN) agreements and arrangements, known as codes, and 6. Functioning of the GATT System (FOGS). If there is success in these areas, gains in other negotiating groups will be reinforced. Negotiators in the Subsidies and Countervailing Measures group were called upon by the Punta del Este Ministerial Declaration to improve GATT disciplines relating to all subsidies and countervailing measures that affect international trade. Taking advantage of this opportunity, the US asked for a comprehensive and substantive reform of both GATT subsidies rules and the means by which the rules are enforced. While several difficult issues still must be resolved in the Negotiating Group on MTN Codes, negotiators will be working diligently in the remaining months of the Uruguay Round to conclude agreements in all of the areas that will satisfactorily meet the objectives of all participants.
