Without a cure, prevention holds the key, along with research on vaccines and treatments." (FINANCE & DEVELOPMENT) The epidemic is growing and promises to produce a greater economic impact per case because it strikes productive young adults and requires costly care. Efforts at prevention are discussed; strategies to stem the tide are evaluated for both high- and low-risk areas; and the need for increased resources is emphasized.
