Summary:Good public relations and sound engineering have made possible Kansas City Power & Light Co.'s (KCPL) new Terrace Distribution Substation that transforms a former trash-dumping site into an attractive load-supply point. A few years ago, the System Planning Department at KCPL projected a need for a new bulk-distribution substation. The site chosen had been used as an illegal dump. The control house consists of a spread footing with a basement wall, a floating basement floor over compacted backfill, and an upset-pan design for the main floor. The unusual location ballooned site-preparation cost 5 to one, compared to a normal-site budget. However, land-acquisition cost was under budget. KCPL is satisfied that the station will fulfill each of its projected needs, and the utility has received favorable reviews and publicly expressed appreciation for taking a neighborhood eyesore and turning it into a useful, maintainable tract of ground.
