Summary: | The Clean Air Act (CAA) establishes a "cooperative federalism" framework for controlling air pollution. The 1977 amendments to the CAA codified a policy of prevention of significant deterioration (PSD), whereby areas that have attained the national ambient air-quality standards (NAAQS) are required to maintain their level of air quality. The program itself arose largely out of both concerns related to visibility protection (particularly in national parks and wilderness areas) and economic considerations. Today, environmental advocates are suggesting that the PSD program should be employed as a tool to require technology to control mercury emissions as well as greenhouse-gas emissions to fight global climate change. |
