Summary: | SARA Title III is a recurring issue for environmental safety managers. If a company is small, there is hope of avoiding SARA reporting by inventory management. Positive ways to achieve inventory reduction are experimentation, just-in-time inventory management, and clear material control policies. Elimination of materials reported on Form R Toxic Chemical Release Inventory should be a manager's highest priority. Another priority is material reported annually on SARA III, Section 312, Tier I or II. Elimination of extremely hazardous substances and OSHA hazardous chemicals stored in quantities greater than 10,000 lb. or management of amounts stored to less than the threshold planning quantity (TPQ) can reduce reporting. Material substitution trials are often abandoned quickly, but knowing how to refute the arguments against them can help the manager be an advocate for constructive change.
