Summary: | Much progress has been made in developing performance indicators in some white-collar groups with research-like characteristics, but there has been little progress in developing performance indicators for the research groups themselves. The starting point for measurement in a research organization is a set of clear objectives for research or the overall innovation system. A research organization's objectives are likely to be found in 10 key areas: 1. department cost, 2. productivity, 3. market success, 4. optimum work in progress, 5. on-time delivery of products, 6. cycle time, 7. documentation, 8. creativity and innovation, 9. high science, and 10. safety. The ideal measurement system for a research organization would have a family of measures at the top of the organization pertaining to the senior executives and covering the whole organization as well as families of measures at the department and section level. |
