Summary: | 3G licence holders, desperate to cut costs, are keenly assessing the possibility of partnering with mobile virtual network operators (MVNOs). While the strict definition of an MVNO includes only those companies which have their own SIM cards, their own IN (intelligent network) platform and perhaps their own exchange, there are many companies buying capacity wholesale from the mobile operators and selling it on to their own customer base.
