Summary:Associations took it on the chin in many ways during the 103rd Congress, which gives way to the 104th Congress in January 1995. Apart from the effects of a major tax bill that touched business meal deductibility, executive compensation benefits and association free speech rights, associations were also targeted for so-called abuses related to their tax-exempt status and for the manner in which they govern themselves internally. The American Society of Association Executives (ASAE) plays an active role in influencing public policy issues that affect the ability of associations to continue their work. Key government affairs issues of concern to the ASAE include: 1. association lobby tax, 2. lobbying disclosure, 3. associate member dues and unrelated business income tax, 4. nonprofit postal rates, 5. association health plans, 6. intermediate sanctions, 7. spousal travel, and 8. music licensing. Although 1994 was a difficult year for nonprofit organizations, associations are now preparing to take the offensive in 1995 against the 104th Congress.
