Summary:As greater macroeconomic growth spurs worldwide demand for flights, governments have become increasingly concerned about hiding the costs of such growth. Accommodating demand has led to extra noise and environmental concerns, forcing regulators to find a balance between costs to the environment and costs to business. A proposal by Neil Kinnock, the European Union transport commissioner, would introduce duty on aircraft kerosene within Europe. This would bring the airline industry in line with other modes of transportation. In densely populated Europe, concern has led to a proliferation of individual airport restrictions, with regulations on noise and night flying by cargo operators tightening. Discriminatory airport pricing is becoming a favorite tool of regulators. Growing concern over noise pollution levels has resulted in the International Civil Aviation Organization introducing more stringent rules.
