Summary: | The 40,000-strong Integrated Bar of the Philippines (IBP) has asked the Supreme Court to nullify a Malacanang executive order banning Cabinet members and top government officials from testifying before congressional inquiries. "EO 464 was issued without or in excess of jurisdiction as it is in derogation of the legislative power to investigate [government anomalies]," IBP General Counsel Orlando E. Mendiola said. The high court set an oral argument on the case on Feb. 21, in which a face-off between government lawyers and opponents of the directive is expected. Meanwhile, Malacanang said it would reimpose the ban on Cabinet officials' attendance in budget and confirmation hearings if legislators continue to use these to undermine the image of the Arroyo administration. |
