Summary:Government attorneys led by Senior State Prosecutor Emmanuel Y. Velasco filed rebellion charges against Anakpawis party-list Rep. Crispin B. Beltran and Magdalo soldier First Lt. Lawrence San Juan. A day before his arrest in Batangas where he had sought refuge, Mr. San Juan allegedly met with leaders of the Communist Party of the Philippines and left-leaning congressmen, including Mr. Beltran, Anakpawis Rep. Rafael Mariano, Bayan Muna Reps. Satur Ocampo, Teodoro Casino and Joel Virador and Gabriela Rep. Liza Maza. The accused party-list members again attended session yesterday afternoon, but were wary of an impending arrest. Mr. Virador, who had been nabbed by the Criminal Investigation and Detection Group in Davao City last Monday, pointed out that pending arrest orders must be turned over to Speaker Jose C. De Venecia, Jr. before any arrest can take place.
