Summary:Right off the bat, the writers came out swinging against pork, using a computation I allegedly made in 2002 that "P21 billion, or a fifth of the government's P104-billion procurement budget in 2001, went to the pockets of legislators, officials and contractors" to drive home their point that it be abolished. Yes, I echoed the DBM estimate that losses to bad procurement practices at a fifth of the shopping bill, but I did not say that the P21 billion was exclusively hogged by legislators. My biggest defense would be this: I won't be reckless to say that P21 billion was pocketed by legislators as the math simply won't add up. P21 billion is bigger than the Priority Development Assistance Fund of P3.3 billion for that year. How can what is being pilfered be bigger from the source?
