In this particular case...it was recognized that there is a need to augment the intelligence budget of the AFP, PNP and National Intelligence Coordinating Agency so they can respond accordingly to terrorist threats," National Security Adviser Roilo Golez said following the NSC meeting. DNA facilities can be found at the University of the Philippines as well as the PNP crime laboratory, but time and again government has relied on the National Bureau of Investigation (NBI) for its expertise in handling "mass disasters." With the Air Philippines experience, Ms. Magsiboc believes the DNA section would be able to effectively cope with a mass disaster, adding the three-month lag was due to the lengthy process of gathering samples and logistical problems such as availability of DNA kits which contain chemicals or reagents for testing. |
