Summary:Florida's Pinellas County initiated a recycled yard trash mulch program in August 1989. In 1988, Florida passed the Solid Waste Management Act requiring each county to recycle 30% of its solid waste by 1994. Yard waste recycling can be used to achieve up to 50% of that goal. A 1989-1990 waste characterization study determined that yard waste amounted to up to 260,000 tons a year. Presently, 29,000 tons are recycled in the county, representing an 11% capture rate. The yard debris is collected at the curbside and at dropoff centers. Recycled mulch has been utilized for such purposes as beautification projects along interstate mediums, soil stabilization along highways, and residential landscaping. To ensure quality control and to produce a safe marketable mulch, windrows were monitored and tested throughout the processing. The county is studying the option of contracting yard trash recycling services to a private company as volume projections increase beyond the existing labor and equipment capabilities of the Department of Solid Waste Management.
