Summary: | This report outlines a set of principles and actions to strengthen the State Department's public diplomacy institutions, domestically and abroad. We chose not to define what the specific ends of public diplomacy should bebelieve public diplomacy should support overall US foreign policy goals and that the country's democratically accountable leaders should define those goals. However, regardless of the policies US leaders prioritize, the United States needs public diplomacy institutions that can set meaningful strategic goals, design and evaluate programs using data and evidence, customize messaging and programs for hundreds of distinct overseas audiences, and connect meaningfully with audiences in the United States. We believe that spending time and effort on building processes and institutions that can do all of this is the best hope for a State Department that will be able to communicate effectively around the world and demonstrate the impact of its efforts at home. |
