One of the nation's most transient populations is college students, and the Bureau lists theses mobile Millennials as part of its "hard-to-count" category because students are often moving or too distracted with schoolwork to fill out the Census form. The Bureau's solution: let the students do the communicating themselves. As part of its strategy to mobilize grasssroots, community-based communications efforts, the Census Bureau landed a contract with PRSSA's annual Bateman Case Study Competition that attracted 68 university teams this year. |
