Summary:THIS PAPER DESCRIBES the data review and statistical analyses performed to demonstrate that the fuel additive Methlycyclopentadienyl Manganese Tricarbonyl (MMT) caused or contributed, with at least 98% confidence, to the failure of motor vehicles to comply with their designed HC emission standards. Due to variations in protocols between test programs, uncertainty as to the effects of both MMT itself and initial emission levels, and vehicle-to-vehicle differences, statistical analyses were performed on eight different effect characteristics of exhaust emissions. One of these effect characteristics was extended to explicitly address the failure to meet standards issue.
