Summary:The article considers the task of determining a rational program of modernization of the Earth remote sensing system (ERS), including spacecraft (SC) with optoelectronic equipment on board. The task is presented in a deterministic production. It is supposed that the solution of the problem of defining a rational modernization program will allow to approach reasonably the definition of rational characteristics of remote sensing equipment and technology, to work purposefully on the development of technological base of production and is not only of scientific but also of practical interest. The task is set using an enlarged structure of the space system consisting of space and ground segments. The object of study is a spacecraft (SC) or orbital constellation of spacecraft. The ground segment includes: a rocket and space complex, from which the spacecraft were removed, a ground control complex, a ground complex for receiving, processing and distributing information. The research technique including algorithms of solving the main and specific tasks, main ratios of project models is proposed. The vector of variable parameters includes the parameters of the spacecraft modification, and the parameters of the base spacecraft and the ground segment are known. The time interval under consideration is longer than the time interval of the base system existence. The criteria for finding a solution to the problem is the total listed costs of the SC modernization program. It is shown that the total costs are affected by the terms of the project implementation, terms of system replenishment and modernization, duration of development, creation and operation periods. When forming the initial data for the implementation of the project to create an optoelectronic remote sensing system during the modernization of the planned period, the known parameters of the prototypes were used. As a result of the carried out researches on a model example parameters of spacecraft modifications and the rational program of system modernization in the planned period in the presence of technical and economic restrictions and conditions of system application are defined. Estimates of the technical characteristics of the spacecraft modifications obtained using the model example can be used for detailed analysis of the efficiency of existing and prospective remote sensing systems in order to predict their development, expand the scope of application and extend the use period.
