Summary: | In this article, we examine public policy change at the local level of governance in the aftermath of an extraordinary event. Using the case study of a Swedish municipality after the sweeping forest fire of 2014, we contend that policy entrepreneurship, like its market counterpart, may under certain conditions take on a wider range of behaviors that are not underpinned by the proactive quest for opportunities. Rather, a sense of urgency and necessity, professional norms, and some keen technical skills make for a different kind of entrepreneurship, which we label reactive policy entrepreneurship.
摘要
本文中,我们研究了特殊事件发生后地方治理层面的公共政策变革。通过对2014年瑞典严重森林火灾事件后的一个瑞典城市进行案例研究,我们论证认为,政策企业家精神与市场企业家精神一样,在某些条件下可能会采取更广泛的行为,而这些行为并非基于对机会的主动寻求。相反,紧迫感和必要性、专业规范、以及一些敏锐的技术技能造就了一种不同类型的企业家精神,我们将其称为“反应性政策企业家精神”。
Resumen
En este artículo, examinamos el cambio de política pública a nivel local de gobierno después de un evento extraordinario. Usando el estudio de caso de una municipalidad sueca después del devastador incendio forestal de 2014, sostenemos que el emprendimiento de políticas, al igual que su contraparte de mercado, puede, bajo ciertas condiciones, adoptar una gama más amplia de comportamientos que no están respaldados por la búsqueda proactiva de oportunidades. Más bien, un sentido de urgencia y necesidad, normas profesionales y algunas habilidades técnicas agudas crean un tipo diferente de emprendimiento, que llamamos emprendimiento de políticas reactivas. |
