Accelerated development and interpenetration of information technologies, along with powerful socially significant advantages, is accompanied by the scaling of cyber threats to all spheres of life, their evolution towards hightech solutions, and the diversification of implementation tools. Ukraine has the necessary potential to build up capabilities in the field of cyber security for an adequate response to modern challenges and threats. The challenges for Ukraine in the field of cyber security are: the active use of cyber means in the international competition for world leadership, the competitive nature of the development of cyber security means and the realization of cyber threats in the process of rapid progressive changes in information and communication technolo-gies, cloud computing, 5G networks, big data, Internet of things, machine learning/artificial intelligence, etc.; the militarization of cyberspace and the growing technological capabilities of cyberweapons, which make it possible for the enemy to covertly carry out cyberattacks and cyberoperations, remotely take control of control systems, cause damage and destroy critical information infrastructure; the growth of the technological level of illegal encroachments on the interests of the state, society and individual citizens with the use of social engineering methods, the use of artificial intelligence technologies and crypto-technologies; the impact on economic activity and social behavior of the spread of the COVID-19 pandemic, which caused a rapid transformation and or-ganization of a significant segment of social relations in remote mode with the wide use of electronic services and information and communication systems. This increased the threat of violation of citizens' rights when using cy-berspace. Digital transformation, which is one of the priorities of Ukraine's development, creates new challeng-es in the field of cyber security. The introduction of new technologies, digital services and mechanisms of interaction between citizens and the state, including the election process, creates a large number of hidden interconnections at the level of technologies and processes. Without a systematic approach to cyber security and risk as-sessment, there is a possibility of losing citizens' trust in digital transformation processes.
