Summary:A study was conducted to provide a clear conceptual framework for a project that would examine leadership training for women in state and local government. Sixty-two women were surveyed, with the subjects being evenly divided between upper, middle, and entry level management positions. The survey asked questions about: 1. skills needed to facilitate job effectiveness and upward mobility, 2. women's problems in management, 3. training/development opportunities available to them, and 4. the ''ideal'' training/development program.Results of the study indicated that: 1. It is difficult to evaluate needed skills for upward mobility because there is no clear model of a successful career pattern in the public sector. 2. Women tend to overrate education and hard work and underestimate political awareness. 3. Middle level women managers were particularly unaware of political games within the organization. 4. There was little sense of relating training/development to career advancement.
