Summary:CCSDS (Consultative Committee for Space Data Systems) recommends a format for satellite telecommand packet data, which aims to facilitate the data communications exchanges over space links between CCSDS agencies in cross-support situations. To reach the goals, LAPAN-A4 satellite was designed to use the CCSDS standard, in terms of exchanging telecommand data between satellite and ground stations with modifications that are adapted to the capabilities of the LAPAN’s ground station and the satellite design. In order to accommodate telecommand data to be processed by satellites, a decoder system that is capable of decoding telecommand data packet is required. This paper tells about design and implementation packet telecommand decoder based on CCSDS based on Altera Cyclone IV-EP4CE115F29C7. The design consists of five layers, which are physical, coding, transfer, segmentation, and packetization layer. In coding layer module, an error detection and correction algorithm are implemented, i.e. BCH (Bose-Chaudhuri-Hocquenghem), while in transfer layer, other error detection algorithms are implemented, i.e. CRC-16 (Cyclic Redundancy Check). From the test result, the decoder is able to decode data packet, and then, in FPGA utilization and performance tables, indicating the use of FPGA logic and bit memory bits relatively efficient.
