Summary:In the actual conditions of Albania, while the public administration still needs to be reconstructed, in the way that it can operate in a successful way in a plural orientated democracy from the economy of trade, is particularly important that the reforms in the public sector should be consider as very important. The process of implementation of the reforms should be according to the law and during the reformation the qualities should not be lost. So the reforms shouldn't polities the civil service, but they should build capacities. According to this we have taken the study over the base of the hypotheses that reforms in the management of the public sector have a lot of problems, they have a positive sign but there is place to improve it. The constipation of the study that the turnover of the leaders and also of the workers in the public sector is larger comparing with the private sector pushes us in finding the reasons that cause this situation. One of our constitutions was that the salary in the public sector is lower and it is totally compatible with the private sector. The managers and the public workers have low levels of motivation and stimulation, and less innovation and this causes low levels of individual performance that the business people have. Our study showed that the managers and public workers report that they percept weak connections of their performance and their stimulation, as for example the salary, the promotion and the security at work comparing to their colleges in private sector.
