Summary:The project is a particular mode of organisation of public action that has long dominated the practice of development assistance. During the 1980s, the identification of its limitations led to the questioning of this domination by providing palliative solutions. This article attempts to test the effectiveness of this questioning in the specific case of the development of the Nador lagoon (Morocco). It demonstrates that the project remains the preferred instrument of development cooperation, which has not freed itself of the shortcomings that have been documented for the past forty years. //ABSTRACT IN FRENCH: Le projet constitue un mode particulier d'organisation de l'action publique qui a longtemps dominé la pratique de l'aide au développement. Au cours des années 1980, l'identification de ses limites a conduit à remettre en cause cette domination en proposant des solutions palliatives. Cet article s'attache à tester l'effectivité de cette remise en cause dans le cas concret de l'aménagement de la lagune de Nador (Maroc). Il démontre que le projet y reste l'instrument privilégié de la coopération pour le développement, et que celle-ci ne s'y est pas affranchie des travers dénoncés depuis quarante ans.
