Summary: | Industr self-gov by agreement between unions & employers' org's is the chief method for conducting labor relations in the Union of South Africa. However, the gov provides strict regulations under which such self-gov is conducted, establishes alternate methods, & has an elaborate method for dispute settlement. The functions of the industr councils are defined. A wage board is established for each industry to settle problems of wages, hours, & working conditions. Procedures used for settling disputes described include industr councils, conciliation boards, mediation, arbitration, & strikes. Guided negotiations may be said to be the basis of industr relations procedures. In most instances the hand of the central gov is always apparent, since the law gives the Minister of Labor extraordinary power. The philosophy of dispute settlement requires extended negotiations & thus an extended cooling-off period before industr warfare is allowed. Disputants must always seek to adjust their diff's by negotiation under the eye of an informal or formal gov mediator. The right to strike is seriously circumscribed. E. Weiman. |
